課程概述 |
本課程以健康政策為主題，旨在介紹政策分析基本概念。課程內容以政策循環(policy cycle)作為分析架構，將分別討論政策問題形成、議程設定、立法過程、政策執行、政策評估以及課責機制。
This course aims to provide an introduction of main concepts in policy analysis, with public health policies as the focus. Using the framework of policy cycle, we will examine how a policy problem is formed, how policy agenda is set, how a policy is formulated through legislation, how it is implemented and how its performance is evaluated. What accountability means and why it matters will be addressed. |

課程目標 |
學生透過課前的文獻閱讀與課堂中的討論，以及分組政策分析實作練習，應能提升政策分析與政策參與能力。
Students are expected to read assigned readings prior to the lecture, to actively participate in classroom discussion, and to conduct policy analysis for a self-chosen topic as a team. The goal of this course is to enhance students' abilities in policy analysis and in future policy participation. |
